The Special Coupon Machine exists in the Game since forever for sure. It provides alot of Supplies that can be used by the Player to boost his Character.

The Machine is accessable in Bloody Ice near Prewitt (Weapon Dealer)

Those Coupons can be only gained by the System "Special Giftbox" - Special Giftbox or by Events.

The Items in the Special Coupon Machine are mainly a Support for newer Players but also offers some support for Older Players.
